Getting a system permitted

Washington requires an operation and maintenance program in the Puget Sound counties, including periodic inspections at intervals set by system type and reporting to the local health jurisdiction. Property owners are responsible for keeping the system inspected.

What is hardpan and how does it affect design?
A dense, cemented glacial till layer found across the Puget Sound lowlands that water will not readily pass. It creates a perched water table above it during the wet season. Because Washington requires separation from that limiting layer, sites with shallow hardpan need shallow pressure-distributed systems, sand filters or mounds rather than deep gravity trenches.
