Getting a system permitted

North Carolina issues an Improvement Permit based on soil evaluation, then a Construction Authorization, then an Operation Permit after inspection. The soil evaluation classifies the site into suitable, provisionally suitable, or unsuitable, and that classification determines everything downstream.

  2. Design and site plan. Tank size, absorption area, and setbacks from wells, lines, water and foundations.
  3. Permit application. Submitted with the soil report. Allow weeks, more in the spring rush.
  4. Installation. By a licensed installer where North Carolina requires one.
  5. Inspection before backfill. Trenches must be seen open.

Questions specific to North Carolina

What does provisionally suitable mean in North Carolina?
It is the middle classification from the soil evaluation. Suitable means a conventional system works. Provisionally suitable means the site can be used but needs modifications — often a low pressure pipe system, shallower trenches, or a larger field. Unsuitable means a conventional system is not permitted and the path forward is an alternative or accepted system, if one exists for the site.
Why does North Carolina use low pressure pipe systems so much?
Piedmont clay. LPP places small-diameter pipe in shallow trenches and doses effluent under pressure so the entire field loads evenly rather than saturating the first section. In slow-draining clay that even distribution is what makes the site workable, and North Carolina adopted the approach earlier and more widely than most states.
